(U.S. Census Bureau) This is the automated system for filing U.S. Shipper's Export Declarations (EEI). It is operated by the U.S. Customs Service on behalf of the Bureau of the Census, DOC.
Per FTR, 15 CFR 30.1, "The system, including AESDirect, for collecting EEI information (or any successor document) from persons exporting goods from the United States, Puerto Rico, or the U.S. Virgin Islands; between Puerto Rico and the United States; and to the U.S. Virgin Islands from the United States or Puerto Rico."
The AES has replaced the use of paper SEDs for collecting U.S. export trade statistics and export enforcement. AES benefits include:
- Streamlined export declaration process for high volume exporters and freight forwarders
- Increased accuracy and timeliness of U.S. trade statistics
- Eliminated data conversion work on the part of the Foreign Trade Division, U.S. Census Bureau
- Improved ability of Customs to enforce of U.S. export laws
- Improved U.S. export compliance
- Improved collection of any taxes or fees due upon export
- Improved transportation security. AES EEI provides the security screening information in support of Advance Electronic Cargo Information (AECI) for export shipments
There are two types of interfaces available for exporters and their agents to access AES:
- Internet web access: In order to facilitate AES filing for individuals, small commercial exporters and others who wish to use the Internet, AES Direct, AES Web Link and AES PcLink are available as options to traditional EDI. Refer to http://www.aesdirect.gov/register_help.html.
- EDI Interface: Refer to: http://www.census.gov/foreign-trade/aes/. AEC Certification is required in order to use this method.
