(U.S. EAR) 15 CFR 760, contains implementing provisions which restrict U.S. exporters and persons from engaging in or cooperating with the efforts by foreign countries, or groups of foreign countries, to restrict trade between the U.S. and any other country, and/or impose a trade boycott. These provisions are targeted primarily at the Arab boycott against Israel, but also include other forms of discriminatory actions based on race, religion, sex or national origin. These provisions are exceptionally far reaching, complex and controversial. They prohibit certain actions, but also contain requirements for U.S. persons (exporter, or any other U.S. business, including a freight forwarder) to report to the DOC the mere receipt of certain requests for information and/or cooperation in boycott activities of another.
