U.S. Export Administration Regulations (EAR)

Per 15 CFR 772.1, these consist of "Regulations set forth in parts 730-774, inclusive, of Title 15 of the Code of Federal Regulations." These regulations are issued by the U.S. Department of Commerce (DOC) to enforce the Export Administration Act of 1979, as amended, and are based on three export policy criteria set forth therein by Congress: (1) national security interests, (2) foreign policy objectives, and (3) short supply of certain materials. The EAR contains an excellent Introduction section which should be read for more information and as preparation for further use of the EAR.
Note: Throughout this work, references to the "EAR", "Export Administration Regulations" and/or "15 CFR 730 through 774" are used interchangeably, and all refer to the same set of USG regulations. You may access the EAR via the BIS web site.

Note: The EAR is currently authorized under executive orders rather than the authority of the long expired Export Administration Act For more information, refer to the Congressional Research Service report of January, 2008, "The Export Administration Act: Evolution, Provisions, and Debate."
