GISTnet IAC Authorization to GISTnet to Train Authorized Representatives

TSA Regulations limit IACSSP security training to those with a "need-to-know" (i.e., IAC employees and sub-contractors/agents ("authorized representatives" within the U.S.) based on their air cargo related job assignment and/or unescorted access to air cargo (refer to: 49 CFR 1520).

If you are an IAC, and wish to have your "authorized representatives" (particularly truckers) trained using GISTnet, there are two ways you can proceed:

  1. IAC Direct Training Administration Model---as IAC you directly assign and administer trucker training. We assist you in setting-up for this; our training charges will be invoiced to you. or
  2. IAC Indirect Training Authorization Model---as IAC you designate which trucking companies you authorize to be trained, and GISTnet works with the trucking company to accomplish the training at the trucking company's expense. We will collect our training charges directly from the trucking company.
In either case, the trucking company can then arrange with GISTnet to share their driver/staff training and assessment information via a controlled access on-line system with any number of IACs their training records. With this system, for which the trucking company will pay a modest support fee, your IAC staff can instantly query a particular driver's training status at time of ordering a pick-up and/or run reports about a trucker's overall driver training status. If you wish GISTnet to directly arrange training for one or more of your trucking companies or cargo handling agents, we require your written authorization using the following language (recommend you copy & paste into letterhead or an email):

This will confirm that we are a TSA-approved IACSSP, Approval number: _______________, dated _____________. We will immediately inform GISTnet should our status as an TSA-approved IAC cease to be in effect for any reason.

We hereby authorize GISTnet, as our agent ("authorized representative") for training, to provide air cargo training in the security measures that a person working as a truck driver, trucking company and/or warehouse employee needs-to-know in order to fulfill their security responsibilities under our IACSSP. As a minimum, this training must include all topics as presented in the TSA's PowerPoint training presentation and assessment, captioned Basic Security Training, Ground Movement and Warehouse Provider, issued June 1, 2007.

Please provide this training on our behalf to employees of the following companies, each one of which we have entered as an "authorized representative" in our IACMS record. We have confirmed with these companies that they wish to receive training, and each of the contact parties is expecting contact from GISTnet:

We authorize the above contact person(s) to provide you with the names of their personnel to be trained, together with each person's STA or other TSA-approved security credential information. We hereby authorize you to train each such person provided you are provided with their security credential information.* Upon conclusion of the training you are to make available to us training and assessment records for these people. (signed on behalf of IAC by IAC Security Coordinator or designated alternate) (Name of signer) (title of signer) (address of signer) (telephone and email contact of signer) *This requirement for an STA or other security credential becomes effective at such time following July 15, 2007, that the TSA begins enforcement of this requirement.

Important: Please make sure you have also established GISTnet as one of your "authorized representatives" (refer to IACSSP confirmation for how to do this). We must have this before we can train your truckers.
