Title:Air Cargo Advanced Screening (ACAS) Informed Compliance Period Ending

This message applies to any party currently filing Air Manifest data with CBP, and may be required to file Air Cargo Advance Screening (ACAS).

CBP published an interim final rule on June 12, 2018 entitled Air Cargo Advance Screening (ACAS). This program, which requires the submission of advance air cargo data for any inbound aircraft required to make entry under the CBP regulations that will have commercial cargo aboard, is being implemented to address ongoing aviation security threats.

The purpose of this message is to remind the air cargo supply chain stakeholders that the informed compliance period for ACAS ends on June 11, 2019. The one-year informed compliance period is meant to provide the trade a sufficient amount of time to make any necessary business process changes in order to comply with the new requirements. Air carriers or other eligible ACAS filer that have not yet begun transmitting the required data should contact their assigned CBP Client Representative to initiate the mandatory on-boarding process.

The ACAS regulations, which are located in 19 CFR Part 122.48b, require filers to provide advance cargo data to CBP no later than prior to loading of the cargo onboard an aircraft destined to the United States. CBP is committed to working with all of its partners in the trade community to ensure their success in complying with the new regulations.
