This course provides a process-oriented introduction to U.S. export control and declaration requirements as routinely encountered in the work of a freight forwarder.

This course is intended for entry-level to mid-level freight forwarder clerks and customer service employees who document export shipments and prepare and file U.S. export declarations (SEDs, AES records or information on transport documents when an SED is not required).

Note: As a short "primer" course, we do not herein address the much broader range of U.S. export control and compliance topics. Nor do we cover all the informational requirements, forwarder authorization and other advanced issues surrounding proper preparation and filing of export declarations. These topics are covered in detail in other GISTnet courses. However, the study text for this course does contain many references (and links) to more detailed information as found elsewhere in the GISTnet library should a learner wish to further explore particular topics in more detail.

Forwarder Export Clearance Process, Responsibilities and Applicable Regulations

This lesson begins with an overview flowchart depicting the various steps involved in U.S. export clearance. With this in mind, we next address objectives of U.S. export regulation, where the requirements and procedures are published, a forwarders responsibility for compliance, and government agencies which control certain types of exports.

Recognizing Questionable Shipments; Dealing with Suspicious and Naive Shippers

This lesson addresses how a forwarder can identify prospective export violations, and why it is important to avoid becoming complicit in such violations.

SEDs - When Required and Responsibilities; Special Pre-Export Customs Requirements; Needed Forwarder Expertise

In this final lesson take an overview look at SED preparation and filing requirements and responsibilities, with referrals to other more detailed preparation and filing information. We also identify Customs pre-departure requirements for certain types of exports. We conclude the couse with a summary of U.S. export expertise a forwarder should have based on job assignment.
