When your shipment is covered by marine cargo insurance with an "all risks"
clause does that really mean you are covered for ALL possible risks?  See

Freight Forwarders/Exporters:
Are you current on your understanding of the Foreign Trade Statistics
Regulations (FTSR, by the Census Bureau), and the Export Administration
Regulations (EAR, by the BXA) with respect to freight forwarders?  These
regs were significantly revised mid-2000, with mandatory usage effective
